City Government

Hewitt, Texas is the sec­ond largest city in McLen­nan County with an esti­mated pop­u­la­tion of 13,500 res­i­dents. In 1982, the city became a home rule city and adopted the cur­rent Char­ter, which estab­lished the council-manager form of government.

Hewitt’s City Coun­cil is made of up of seven mem­bers with the mayor being selected by the mem­bers of the City Coun­cil in May each year. Coun­cil mem­bers serve two-year stag­gered terms. The city man­ager is appointed by the City Coun­cil to imple­ment poli­cies and man­age day-to-day oper­a­tions of the city. The mayor and Coun­cil con­sider ordi­nances, res­o­lu­tions and other mat­ters related to estab­lish­ing and direct­ing city pol­icy. All meet­ings of the City Coun­cil are posted, and con­cerned cit­i­zens are invited to attend and participate.

The City also seeks input from the com­mu­nity through its var­i­ous boards and com­mis­sions whose mem­bers are appointed by the City Coun­cil. Hewitt’s boards and com­mis­sions include the Library Board, Plan­ning and Zon­ing Com­mis­sion, Civil Ser­vice Com­mis­sion, Board of Adjust­ment, as well as the Advi­sory Com­mit­tee on Beau­ti­fi­ca­tion, Parks and Recre­ation and Recycling.

The City owns and oper­ates Hewitt’s water sup­ply and dis­tri­b­u­tion sys­tem and main­tains pub­lic drainage areas, waste­water lines, streets and other pub­lic infra­struc­ture facil­i­ties. The Hewitt Fire and Police Depart­ments pro­vide full-time 24-hour pro­tec­tion.  Pro­fes­sional emer­gency response is pro­vided around the clock. The Hewitt Pub­lic Library pro­vides access to infor­ma­tion and hosts spe­cial pro­grams for the citizens.
